How to Get a TIN in Sri Lanka: Tax Registration Is Now Compulsory

Sri Lanka's IRD now requires a Taxpayer Identification Number (TIN) to open a bank account, register a vehicle, buy land, register a business or transfer shares. Here's who actually needs one, how to register in minutes, and what's confirmed fact versus social-media rumour.

If you've seen queues outside Inland Revenue Department (IRD) offices this week, this is why: as of 1 November 2026, Sri Lanka requires a valid Taxpayer Identification Number (TIN) before you can complete a list of everyday transactions - and the enforcement only just started biting. Here's what's actually true, what's still disputed, and how to register in a few minutes if you haven't already.

Where the "everyone 18+ needs a TIN" rule actually comes from

This isn't brand new. Since 1 January 2024, the IRD has required every Sri Lankan resident aged 18 or older to register and obtain a TIN, under Section 102 of the Inland Revenue Act and Gazette Extraordinary No. 2334/21 (31 May 2023) - regardless of income. A penalty of up to Rs. 50,000 for non-compliance was announced at the time, though it was publicly described as deferred by the State Minister of Finance days later, and its current enforceability is unclear.

What changed on 1 November 2026

Under the Inland Revenue (Amendment) Act No. 11 of 2026 (certified 3 June 2026) and a follow-up IRD notice, you must now present a valid TIN certificate (or an IRD e-Services verification showing your NIC and TIN) to carry out any of these:

Open a bank accountAt any bank or financial institution.
Get a credit cardNew applications.
Register/renew a vehicleMotor vehicle licensing.
Register or transfer landLand title registration.
Register a businessNew business registration.
Building plan approvalConstruction/renovation approvals.
Transfer company sharesBoth transferor and transferee need a TIN.
Get a credit card renewalAlso covered under the same notice.

A TIN is not the same as owing tax

Registering for a TIN doesn't create a tax bill by itself. Per IRD officials, an individual only owes income tax once their annual income passes Rs. 1.8 million. A TIN is an identification and compliance step - most people who get one will still owe nothing.

What's disputed, and what's just a rumour

Two things worth flagging honestly, rather than repeating as settled fact: a Daily FT legal column (22 June 2026) argues the 2026 Amendment Act's change to Section 103(6) arguably made the original blanket 18+ mandate obsolete, and that registration should be triggered by actual tax liability, not age alone - the IRD's own enforcement continues to treat the 18+ population as needing TINs regardless. Separately, a claim that circulated on social media setting a 30 June 2026 deadline for everyone 18+ to register or pay a fine was fact-checked as false by Fact Crescendo Sri Lanka - no such deadline was ever officially announced.

Frequently asked

How do I get a TIN in Sri Lanka?

Register online at ird.gov.lk under e-Services, or submit form TPR_002_E in person at an IRD office. See "How to register" above.

Is this compulsory for everyone over 18?

The IRD has applied it that way since January 2024, though the strict legal basis for a pure age-based mandate (independent of income) has been publicly questioned by at least one tax practitioner.

What's new as of this month?

From 1 November 2026, you must show a valid TIN for eight specified transactions - banking, vehicles, land, business registration, building approvals and share transfers.

Does getting a TIN mean I'll owe tax?

No. Income tax only applies once annual income exceeds Rs. 1.8 million. A TIN on its own doesn't create a liability.
